Desk Based Assessment (DBA)
A Desk-based Assessment (DBA) is a crucial process that aims to thoroughly evaluate, based on existing records, the nature, extent, and significance of the historic environment within a defined area. This assessment is carried out as comprehensively as possible using available data to gain a clear understanding of the historical context. A DBA will also assess the potential impact of the proposed development on the significance of the historic environment, helping to guide decisions on whether further mitigation measures or additional studies are required.
DBAs are highly detailed and comprehensive reports that incorporate a wide range of historical sources. These may include aerial imagery, historical maps, archival records, and other relevant materials. By gathering and analysing this wealth of information, a DBA can provide valuable insight into whether archaeological work will be necessary before any development begins, or if the likelihood of encountering significant archaeology is low.
Due to the thorough nature of a DBA, the process can be time-consuming, so it is advisable to initiate this assessment well in advance of any planned construction or development activities. The completed DBA must be reviewed and accepted by the Local Planning or County Archaeologist before any work can proceed, ensuring that the historic environment is properly considered and protected throughout the planning process.
